Health Data Manager

The Institute for Health and Recovery (IHR) is a statewide service, research, policy, program development and capacity building agency. IHR designs its services based on an understanding of the impact of trauma. IHR’s CARF accredited treatment programs provide holistic interventions for hard to reach and high-risk individuals and families. IHR’s mission, since our founding in 1989, has been to develop and support a comprehensive continuum of care for families, individuals, youth, and pregnant and parenting women affected by alcohol, tobacco, and other drug use, violence/trauma, mental health challenges and other health issues, while advancing principles of health equity and social justice. Our work is focused on addressing and eradicating inequities in our health care, economic, and justice systems, especially as they disproportionately affect women and people of color. We are committed to providing services and creating communities that mitigate the effects of substance use, mental illness, and trauma.

Summary Statement

The Health Data Manager oversees the operation of Qualifacts/CareLogic electronic health records for IHR’s clinical programs and provides IT support for IHR training and other non-clinical staff. The position manages data security, outcomes tracking, and reporting for our behavioral health programs serving adults, families, and adolescents. The Health Data Manager supports IHR’s mission to develop and support a comprehensive continuum of care for families, individuals, youth, and pregnant and parenting women affected by alcohol, tobacco, and other drug use, violence/trauma, mental health challenges and other health issues while advancing principles of health equity and social justice, by providing leadership and project management in the areas of electronic health records, data management, and support for staff around use of the HER.

This position is fulltime 40 hours/week position and is based in IHR’s Cambridge office. As of January 2021, this and all IHR positions are remote.

Essential Functions

  • Oversee and maintain Electronic Health Records system; provide support and training on its use, to comply with data management standards and ensure efficient use of technology
  • Provide user training and support to all IHR staff
  • Ensure security of agency data and Protected Health Information
  • Generate outcomes and monitor agency productivity
  • Coordinate with Finance Department on billing, productivity reporting, and electronic records management
  • Liaise with outside vendors as needed
  • Communicate with IHR’s main office in Cambridge through use of shared online calendars, sign in – out board, time sheets, and check in/out with supervisor;
  • Attend team and agency staff meetings;
  • Regular attendance and punctuality is required

Qualifications/Requirements

  • Degree in computer science with concentration in Network and Security a plus.
  • Experience with CareLogic/Qualifacts EHR a must.
  • Experience with SQL and Pentaho reporting a plus.
  • 5+ years’ experience in Information Technology Project Management, preferably in a medical/health/behavioral health environment, outstanding technical skills and database management, including Microsoft Office Suite, Office 365, Windows Server, Windows 7 & 10, VPN access and cloud-based solutions.
